Responsibilities
Under the general supervision of the Chief, Finance Unit, the Finance Officer will be responsible for the following duties: General finance administration: Manage a complete OCHA-Geneva Office financial operation, encompassing a wide variety of funding sources, a large volume of funds, and extensive dispersed activities; approve allotments and issue staffing tables authorizations related to OCHA, UNOCHA and ISDR accounts. Ensure effective implementation of the finance related sections of the Memorandum of Understanding established between UNOG Division of Administration and OCHA-Geneva Office. Keep abreast of developments in various areas of finance management, in particular in the UN Humanitarian Agencies. Exercise expenditure control, preparing, reviewing and consolidating budget proposals. Produce major/complex reports for OCHA management and donors. Take initiative to improve financial processes and approaches. Financial Accounting and Reporting: Analyse OCHA-Geneva office accounts, review/prepare regular financial reports. Propose implement solutions with respect to problem transactions and irregularities. Ensure that accurate and complete accounting, reporting and internal control systems are functioning and that all relevant records are maintained. Consolidate financial statements for inclusion in the UN Audited Financial Statements . Respond to internal/external audit observations. Provide expert advice on correct procedures, interpretation of Financial Rules and Regulations , etc. Recommend changes to improve these procedures. Provide substantive support to the development and implementation of new accounting systems. Recommend realignment of funds and/or redeployment of funds to meet OCHA -Geneva requirements. Control income, authorize expenditures in the field and report to donors on use of funds. Ensure that disbursement transactions are correctly accounted for in the books of the OCHA-Geneva Office. Acts as Officer- in-charge of the unit when necessary.

Ability to display persistence when faced with difficult financial or managerial problems or challenges as well as ability to deal effectively with multifarious issues including financial dilemmas.
PLANNING AND ORGANIZING - Ability to establish clear priorities and to plan, coordinate and monitor own work plan as well as those under his/her supervision. Capacity to swiftly adjust priorities as required. Ability to foresee risks involved and allow for contingencies when planning.
CLIENT ORIENTATION - Considers all those to whom services are provided to be "clients" and seeks to see things from clients' point of view; establishes and maintains productive partnerships with clients by gaining their trust and respect; identifies clients' needs and matches them to appropriate solutions; monitors ongoing developments inside and outside the clients' environment to keep informed and anticipate problems; keeps clients informed of progress or setbacks in projects; meets timeline for delivery of products or services to client.

MANAGING PERFORMANCE: Seasoned management experience in the area of finance; ability to integrate financial knowledge with broader strategic, policy, and operational objectives and translate it into a results-oriented work programme; proven track record of building and managing finance teams and creating an enabling work environment, including the ability to effectively lead, supervise, mentor, develop and evaluate staff and design training/skills enhancement initiatives to ensure effective transfer of knowledge/ skills. Ability to make sure that roles, responsibilities as well as reporting lines are clear to each staff member.
JUDGEMENT/DECISION- MAKING: Ability to identify the core/key financial issues in a complex situation, and come to the heart of the problem. Ability to make tough decisions when necessary as well as ability to thoroughly consider positive and negative impacts of decisions prior to making them. Capacity to quickly gather all the relevant information before makinga managerial decision.
Education
Advanced university degree (Master's degree or equivalent) in business administration, finance, or accounting.
Work Experience
At least seven (7) years of progressively responsible professional experience in the areas of financial, accounting, budgeting systems or related field. Considerable experience with the UN extra budgetary funding would be a strong asset. Extensive professional experience in finance within the UN common system, in particular, in the UN Secretariat is highly desirable.

Languages
Fluency in English is required. Good working knowledge of French is highly desirable
