Responsibilities
Within the delegated authority, under the supervision of the Chief of the Section, the incumbent will be responsible for the following duties: Ensure up-to- date and detailed analysis to support strategic decision-making and prioritization among and within Consolidated Appeals (CAPs; Develop proposals for financial policies and strategies through analysis and forecasts; Strengthen FTS through consultation with Inter-Agency Standing Committee (IASC) members, donors, and other humanitarian partners; Identify and make recommendations on improvements to the production and presentation of financial reports; Create and oversee work plans for software enhancement, to be implemented by OCHA IT; Oversee and manage special studies or consultancies, as required; Pro- actively analyse financial information (pledges, contributions, carry- over, in-kind donations, aid flows, budgets) in order to draw attention to the evolution of resource mobilisation in the framework of the CAP and globally, by region, crisis, sector, agency, donor, etc. ; Manage FTS staff in providing up-dated financial information for internal and external use, including responding to ad hoc requests regarding humanitarian funding (from non-UN actors such as governments, media, NGOs, and researchers, as well as the UN); Ensure accuracy and provide analysis as needed of funding data for all publications and reports (OCHA, IASC, appeals, reports to and of the Secretary-General, ECOSOC, CERF, etc.); Review and implement procedures to enhance data input (flow and format) from donors, IASC members, and other sources of information; Develop and implement proposals to improve design and development of tools and information systems including data collection, transfer, and dissemination; Manage projects for systems enhancement; Establish technical-level working relationships to ensure compatible information transfer between IASC members; Review links between FTS data and monitoring information in the field; Develop proposals (in collaboration with CAP Information Analysis Officer) to support project-level activity tracking in the field; Support the development of a strategic monitoring initiative within the framework of the CAP with interpretation of funding levels; Oversee the preparation and dissemination of financial aspects of all OCHA-produced appeals; Work closely with other OCHA sections and country offices to support Appeals preparation (budgets, tables, review of financial references) to ensure accuracy, consistency and clarity of presentation of financial data; Organise and prepare studies on humanitarian financing in collaboration with other stakeholders; Organise follow-up work, including inter-agency technical review meetings to support policy development work and decision-making on IASC resource mobilisation strategies, including the CAP launch; and Ensure the implementation of recommendations emanating from relevant studies; Liaise with major donors of humanitarian aid regarding interpretation of funding data; Support advocacy to donors on funding information (e.g. bringing attention to timing and imbalances in funding.); Support analysis and evaluations of humanitarian funding innovations, such as pooled funds; Establish and maintain contacts with government officials, UN agencies, non-governmental organisations, diplomatic missions, media, etc.; Ensure appropriate mechanisms to facilitate collaboration and exchange of information both in and outside the UN system, in particular on reporting of humanitarian contributions; Organise and lead donor and IASC briefings on CAP financing status, and on interpreting financial information in response to humanitarian crises; Design, develop and deliver training modules on the humanitarian financing system and the use of FTS; Provide coaching to OCHA staff (headquarters and field) to ensure understanding of the financial information, available tools, and presentation layout; Plan and prepare FTS budget and work programme, including contracting outside services for FTS software design and improvements; Provide leadership and work direction to FTS staff, and supervise the work of consultants; Pursue opportunities for earmarked donor funding for FTS and related projects; Report to donors as needed on use of their funds, and otherwise manage earmarked donor grants; Oversee FTS support to the Central Emergency Response Fund, including supervision of analyses of under-funding; Undertake field missions as needed, for field CAP workshops, related trainings, and appeal development; Oversee the development of certain consolidated appeals (the documents and the continuous process) assigned by the section chief to each Humanitarian Affairs Officer in the section in addition to their thematic responsibilities; Supervise three General Service staff and two P-3 professional staff within FTS; Perform other duties as required.

Competencies
PROFESSIONALISM: Comprehensive knowledge of and exposure to a wide range of humanitarian assistance, emergency relief and related human rights issues; Conceptual and strategic analytical capacity, to include ability to analyse and articulate the humanitarian dimension of complex issues that require a coordinated UN response; Demonstrated problem-solving skills and ability to use sound judgment in applying technical expertise to resolve a wide range of complex issues/problems; Strong negotiating skills and ability to influence others to reach agreement; Ability to work under extreme pressure, on occasion in a highly stressful environment; Good knowledge of institutional mandates, policies and guidelines pertaining to humanitarian affairs and sound knowledge of the institutions of the UN system; demonstrated ability to complete in-depth studies and to formulate conclusions / recommendations; Familiarity with database and website design and enhancement; Excellent writing skills with the ability to express technical issues accurately but also in a user-friendly style, incorporating broader humanitarian concerns.

Education
An Advanced university degree (Master's degree or equivalent) in political or social science, public administration, economics, or other relevant field (may include technical fields that involve training in database management or software development), is required; A first-level university degree (Bachelor's or equivalent degree) in in one the above-indicated disciplines in combination with qualifying relevant professional experience may be accepted in lieu of advanced university degree.

Work Experience
A minimum seven (7) years of progressively responsible professional experience, five (5) of which should be in the field of humanitarian affairs, within crisis/emergency relief management, rehabilitation and development or other relevant area, including at least three (3) years of experience at the international level, is required; Experience in preparation or handling of international statistics and proven skills in financial and quantitative analysis, including writing thereon for the public would be an asset; Field experience including both UN and NGOs, experience in donor relations and fund-raising, knowledge of humanitarian financing system, and experience in CAP preparation and training are desired; Technical knowledge and/or experience in management and development of databases, websites, and/or software in general is relevant and would be an asset.

Languages
For this position fluency in English (both oral and written) is required; Knowledge of French is desired.

Financial Services Executives

Age Limit : The applicant shall have completed 21 years of age and not more than 35 years of age as on 01-11-2011.
Essential Qualification & Experience : Applicant shall possess the Bachelor’s Degree of a University in India established under a statute.

Preference may be given to those applicants who possess the Bachelor Degree or Diploma in Marketing /Management. Good working knowledge of English and also one Regional language preferably local language is desirable. Knowledge of soft skills such as Power Point / Word / Excel would be additional advantage.
