India: WATER AND HABITAT PROGRAM MANAGER

Strategic management of the WatHab unit:-

Develop, maintain and share with his supervisors and WatHab team members a broad, deep, and updated contextual knowledge of the area(s) of intervention Develop, maintain and share with his supervisors and WatHab team members a sound knowledge of the objectives, strategy, and institutional setup of various governmental programs related to the Water and habitat' unit identity Guide and frame the continuous assessment and monitoring of population' public health conditions, and its access to water, hygiene and sanitation facilities within areas of intervention in coordination with other operational departments (Health, Ecosec, communication, cooperation). Actively contribute to the definition and development of the water and habitat unit positioning at the Sub-Delegation level: performs situation analysis and define the scope of activities and needs in resources in collaboration with the technical and direct supervisor

Operational management of WatHab program:-

Implement the WatHab program in an integrated manner with other operational departments in terms of planning, resource allocation, shared objectives, etc Contribute to, harmonize, and streamline the projects' implementation methodology and provide all necessary technical guidance to the WatHab project managers Validate the projects' documents developed by the project managers. Ensures that requested human, financial, and logistic resources are in line with the annual planning documents If directly in charge of a project, establish and maintain the projects documents (planning, narrative, budget) Monitor the program' relevance and adequacy with respect to the context' evolution and working objectives (outputs and outcomes) Provide constructive criticism on program and projects strength and weaknesses; respond proactively to lessons learnt Guide and support the WatHab Project Managers to identify and propose relevant projects to address the wider objective of both the WatHab unit and Sub-Delegation Guide, frame and/or directly conduct technical assessments according to the identified needs

Logistic, financial, and administrative management of WatHab program:-

Know and respect the administrative, financial, and logistic procedures of the ICRC Develop and submit Allocation of Expenditure request to his supervisors Identify local partners, consultants, and contractors Manage tender processes in collaboration with logistic and administration Development of projects' contracts Initiate and/or validate, and follow-up material Requisition Orders Coordinate with the logistic department to manage WatHab warehouse and material (application of institutional procedures, regular status reports, proper storage…) Monitor projects expenditures and report to his technical supervisor Consolidate and transmit monthly fund requests to the Administration Department and technical supervisor

Human resources management:-
Establish WatHab project managers' job descriptions and sets up recruitment process in close collaboration with the HR Department Identify and contract necessary external resources Organize and coordinate the WaSH team's schedule at State level Conduct annual WatHab staff’ qualification exercises Reinforce WatHab teams members' technical and managerial capacities Ensure an internal culture of dialogue, maintain a team spirit, and address situations of tensions and conflicts

Coordination and representation:-
Represent the institution ICRC at any time and act accordingly Establish and maintain close links with all stakeholders (ONS, communities, traditional, administrative, and technical authorities, NGOs) Present ICRC identity to all WatHab interlocutors Conduct regular meetings with the WatHab team members Actively participate to internal coordination meetings at the Sub-Delegation level If requested, participate to internal coordination meetings at the Delegation level Share WatHab findings and lessons learned with his direct and technical supervisor, and other ICRC departments Develop and maintain a close collaboration with logistic and administrative departments to respect procedures, anticipate needs and solve operational difficulties

Institutional and internal reporting:-
Ensure a timely provision of Weekly operational report (WOR) Use Water Project Assistant Software to manage and report about the projects he is in charge of Organize the monthly transmission of all Sub-Delegation' Water Project Assistant' progress reports to his technical supervisor Transmit monthly or bimestrial activity reports Provide all necessary ad hoc reports (field mission, general and technical assessments…) Provide and record Minutes of Meetings
